Arrange the cut-out cake circles on a wire rack. Pipe about a heaping tablespoon of frosting onto half of the cake circles. Using an offset spatula, gently spread the frosting evenly. Top with the remaining plain cake circles to create your mini layers. Replace the round piping tip with a star tip (a Wilton 1M decorating tip is excellent for this) and pipe the second layer of frosting decoratively on top of each mini cake.
